Does anyone have any info or research on what salt water discharge(as in backwashing) does to the environment. I know chlorine is bad enough but it will eventually dissipate ....but what about salt? I was thinking of that poor salamander down in the creek in someone's backyard.

It all depends on the amount of water dilution.  There are some areas, most notably the Santa Clarita water district, that restrict salt discharge to prevent high chloride levels in the Santa Clarita river.  They restrict water softeners and salt water (chlorine generator) pools at least those that discharge to the sewer:
