APSP worked with NSF and manufacturers and the APSP Tech Committee to find a change that worked. Again, this is not the same association it was 3 years ago. I remember back when NSPI was going out and APSP was coming in I asked the very same question about the high rent district. I beleive but I would need to confirm that APSP owns the building and rents out other areas of it. They also must be in Washington area due to the politics they sometime get involved in and must meet representatives of the congress and such. They actually do support your business..sometimes you just don't know what they are doing because you haven't been compromised or had to stop work or needed their resources during drought, code changes, lawsuits etc. I think the question is what do you do to support our trade organization? Do you use the resources such as training? When we were stopped dead in the water with having to put SVRS's on skimmer lines I was able to go to the state (they also told me what department to go to) and get a reversal of the interpretation in 2 weeks. I could not have done that on my own as the Dept. of Insurance is not interested in hearing a single company. But an organization of many nationwide with a proposal legally correct and professional got their immediate attention and me the help that was needed. I had no idea of the scope of hard work APSP did till I got involved. I told myself before I quit the organization that my family had belonged to for many years that I would get involved and give it a chance. I think the knowledge and people I have met have increased my sales and my self confidence. I taught Boy Scouts all three Citizenship badges and I always asked them, "When should you attend your local board meetings? When they have already passed a new rule or before while they are discussing it? So many times we go about our own business and do not pay attention to our duty to keep informed and participate. Bill Weber has done a remarkable job in turning the APSP into a viable organization from where the old NSPI that failed was. At this time a push is on for "grass roots" involvement as the small staff there cannot do it all. We need them to tackle the large items that is beyond most of our capabilities but effects us in the bottom line.

I am alot like you so here goes...The APSP did not sit on their butts on this. We were trying to get the word out on the VGB almost a year before it passed but nobody wanted to listen. Also, the VGB Act almost was another act! There were 2 acts out there and this was the better of the two and extremely political which I won't go into as I don't understand all of it. I just know I had to email congress on this about 2 years ago. This was getting put through one way or another. At the same time the ICC was issuing language on entrapment (2006). APSP was close but not quite finished with the technical testing. See, this time instead of making argument on opinion APSP choose to offer tested specifications that would hold up in a court of law. Oh at the same time they were dealing with the lawsuit that brough NSPI down. Carvin and the Tech Writing Committee did an excellent job given the rush they had to do this in and be complete and accurate. I agree with you that the HOT Tub Council did not work out well and I am wondering if it was due to the involvement of APSP with the energy specifications in California, Washington and Oregon? APSP was able to get Washington and Oregon to wait to proceed on their energy bills referring to pools and hot tubs until they got California energy bill taken care of. This is the same group of volunteers and 2 or 3 APSP employees that had to do all this work;. APSP is a very small organization tackling many important issues (oh and there was the bonding issue in 2005 - 2006 also). Being apart of all of this I have been able to see all the details. It was not easy. But it could have been worse if APSP wasn't involved. You should support your trade organization. This is short and I can always put you in touch with people that can go into detail. I have not had any problems with the VGB act but only because I have been following the process with the ICC, CPSC, and APSP from the beginning. I also quit putting bottom drains in pools 8 years ago except where the state required me to do so. On behalf of the NC Chapter APSP I worked with Carvin Giovanni, the Tech Committee and the Builders Council of APSP to submit to the NC Code Council to have our builing codes adopt ANSI 7 2007 and All our top officials here in NC understand the importance of it and understand that we are in a transition phase. I have also worked with the head of the NC Health Dept. to help this transition and so far....if you are an APSP member and run into a problem we have been able to work through it. The NC Health dept., is now also reviewing their rules. I have found communication and education with the code officials work best. Now residential customers are another story. They are being fed fear stories by those out to make a buck. You can make a pool compliant with spending little money. What are you having problem with? Can I help?
