Inground Pool, need a Rebuild, Concrete Bottom, Steel Sides = Big Issues

   asking for a friend, and they are open to work with Qualified Vendors and Contractors : preferably Local - near Chicago area

 

The "Ancient" steel sided walls, always Rust out and show after Reasealing, priming and painting, even with the Good stuff ( like Olympic ). 
 
Note: this is for a Chicago Large Inground Pool, that has not been easy to maintain.  Asking for a friend. 
 
The solid steel sided walls, always Rust out and show after Reasealing, priming and painting, even with the Good stuff ( like Olympic ). 
They Rust heavily at the seams and in a few spots, making it look pretty bad. 
 
 
Steel Sides seems strong, very strong, and holds water quite well.  
(Besides Resealing / Repainting)  What are other good options ?  
 
   *** where ever this leads:  to rebuilding,  resurfacing,  or some other creative solution  ***
   Gunite or new Compounds

I've heard that this type of side / edging that makes it difficult to do a Liner,  
and it would be their dream come true to be able to rebuild this pool, so that it's "Almost" maintenance free. 
  
Other Considerations ::
Pool maintenance has also been tough because of nearby trees, and a heavy fall of leaves throughout the fall/winter on an annual basis. 
  This could almost be rectified with a leafnet, or something creative, and there's been some trimming done. 
  
  Someone previously made a bad choice, and took out the main drain in the Deep end, and re-poured concrete over it; the owner extensively used the Dolphin vacuums. 
  
  The Inground Pool is Good Sized: being  17" x 42" --  holds roughly 35,000 gallons of water - and recommended to have it 1/2 full over a winter, to prevent ground shifting, 
 
 
  They are preparing for a cover soon, winter weather and a long-term solution as well.
