Regs for cold makeup water

I received a call from a company in Ontario, Canada who is looking for regulations in both Canada and the U.S. as they relate to cold makeup water for pools. (In Ontario, the I believe is 20 liters per bather.)
His company has a product that preheats that water by using water that goes to the drain. Does anyone know of any specific regulations in other parts of Canada or the U.S.? Can someone suggest a source I can direct this company?
