Did the first pool (concrete) fail, and if so why. When I see a pool within a pool, I typically recommend the entire shell comes out, or I walk away.
If the underlying shell failed, and the problem (often soil movement) was not rectified, then the second shell is bound to fail at some point in the future too.

I think the protocol for something like this calls for much more than just Thoroughseal though. I sugest calling someone like Oceanside Glass Tile and speaking with their technicians about what they would recommend. Their tile has been used extensively for all tile installations over the years, and I'm sure they can point you in the right direction.
