The small hole that shows the rust is just where the water goes in and out of the plaster. The rebar itself is corroded far into the gunite shell. I have followed rusted rebar for 10+ feet. I have also found that a small 3"x4" hole cut out and patched can sometimes hold off re-plaster for a while. Eventually the pool will have to be redone. If you do cut into the plaster make sure that you spray the exposed steel with some Hammerite before patching back. On small patch jobs mix White cement,Marble dust(If you don't have access to Marble, silica sand will work on small patches as will filter glass media), and Acrylic/water 1-1. Hot water will accelerate the mix without having to use calcium. You can use Anti-Hydro but beware Anti-Hydro can contain calcium or you can buy it with no calcium. Personally I use Anti-Hydro with calcium for patches.
