Spa sump replacement

What is the opinion regarding sump replacement in spas. We have a spa in Colorado with two extremely shallow sumps (one for circulation and one for jets) which must be replaced. Are we required to install dual drains for each, or can we replace only the existing sumps with the correct ones as wells as the anti-entrapment covers and the addititional layers of protection? Any help will be appreciated.

    I have had good success with a product from Emotron; The PSP20. You can use it as your second layer of protection on any spa (or pool for that matter). They have been certified, by CPSC (ASME A112.19.17-2002), as a second layer of protection as an automatic shutoff device.     This along with new covers, may be the least expensive route for the owner.
