SB 1254, authored by Senator Mark Leno (D-San Francisco) and co-sponsored by the Contractors State License Board (CSLB) and various other industry associations, would allow CSLB to issue and enforce a stop work order to licensed and unlicensed contractors who fail to provide workers’ compensation insurance coverage to their employees. A vital feature of the bill is the misdemeanor provisions that would be applicable for a Stop Work Order. Additionally, the bill’s increase in the authorization for the number of CSLB peace officers from 3 to 12 is an essential component; the enactment could more readily assist with CSLB’s enforcement against the burgeoning underground economy.
SPEC urges all industry members to write their letters of support to the committee prior to the hearing, and if possible, to appear in person at the hearing. The committee must receive comments before 9:00 a.m. on June 15th.
