Yes. If the pH was higher than 8.4 and calcium chloride was added to the skimmer to increase the hardness of the pool water, then that could cause that type of reaction (for scale or powder to develop) to occur out of the floor inlets. Also adding soda ash could create the same reaction to occur. The tap water used to fill the pool may be part of the problem and contributed to this situation. I would need to know what the chemical readings are on the tap water to see what role and effect that may have had.
Ken, most likely the white stuff is calcium carbonate (typical scale), and one way to tell is to use a little acid (you should dilute it a little) and add it to the white powder in a cup and see if it fizzes a lot. If it does fizz, then most likely it is calcium carbonate.
