Thank you for that information. I didint thing about the water migrating through the gunite. I do appreciate what these customers are doing. They have twins and have already enrolled them in swim lessons (they are less than a year old), beyond all these safety acts and regulations, everyone should know how to swim. That would prevent alot more drownings then anything else.
First, let me just reiterate the obvious: there is no substitute for parental or adult supervision! The barrier will be a good deterrent, but should never be used without someone in/near the pool while the child is in the water.
I think you could easily take the pool cleaner hose and suck out any debris that might get on the holes, Don. I do that with the umbrella sleeve in my Baja step.
The one thing that is pretty critical is to make sure there is no way for water to migrate out through the gunite via the fitting. It must be a solid piece, with no drain holes in the bottom (learned that the hard way using handicap lift anchors for umbrella sleeves years ago!). If this is an existing pool, then a patch will also need to be made after the install. If this is the route you go, I have seen SS plugs at Home Depot in many different sized that would "snap" in and could be removed when needed. They are inexpensive as well.
The mesh safety barriers were my initial thoughts as well. GLI has ones with an aluminurm tubing. The only problem I see using them is that the customer wants to be able to remove them when the have guests and I imagine debris will get into the holes as you cannot use the standard brass plugs when not in use. I don't think there are any with 1.5" od.

Have it made from SS tubing. Probably need to have multiple sections made, with a center post so one doesn't slip under it accidentally. Probably could be 1.5" OD so you could take advantage of umbrella anchors, and their caps.

Have you tried looking into one of the mesh fences that safety cover manufacturers are producing now? I think that would be your best bet, except the one concern of drilling into the finish of the pool and if that may pose an issue with leaking.
