All pool plaster finishes should last 20 years or more. However, some last only 5 to 7 years, and some less than a year before the plaster surface deteriorates, discolors, and looks terrible.
Why the difference? Very often, plaster…

They are incredible little LED lights that fit into an 1 1/2" FIP fitting! So you only need to core very small holes. They put out an equivalent of 75w. so you will want to make sure you install enough of them. Generally we install 3 - 4 based on the size of the pool. One other nice thing about them is that they don not need to bonded. There is not niche per se'. you have a section of straight 1 1/2" pvc pipe through the shell which acts as the niche, but thats it!
Pentair has some pretty trick LED lighted deck jets. The system is fully integrated, so there is no need to mix and match parts together and hope they will work. They are about the size of a skimmer, and mount below the deck.
Yes you can bore holes and add underwater lights. Filling the void around the niche is the tough part (well, maybe, after all the chipping). What I do is make the hole just big enough for the niche to fit, then at one end, chip a channel above the niche to use as a fill spout. Wrap foam rod around each end of the niche and fill the void with SOUPY anchoring cement. In an hour, or less, you can remove the foam rod and finish sealing with a water stopping (hydrauliic) cement. Both of these cements should be mixed in small batches because they set very fast. You can gain a lot of working time by mixing with ice water.
We use fountain lights in basins often. They are normally equipped with 10 ft. cables, but can be ordered with most any length you need.
I really can't answer the deck question except to say that if we can knock out a pool wall and change the shape or size of the pool we can do anything right? Guess it comes down to how much deck has to be demo'd to get them in. If you're talking lighted laminer jets, you will need to add conduits and may need to upsize the water lines. Sounds like a nice job.
We have a local mfg. up the road in San Marcos called The Fountain People @ 512-392-1155. They have some very cool stuff to check out, and can provide the cord lengths you may need.
