Title 20 pump list?

I'm trying to find the "list" of pumps that comply with Title 20.  I'm reading all these articles that say the pump must be on "the list", but I cannot find this list.

What are the downsides if any of leaving an indoor guite marcite pool drained for two years.  I am particularly interested in the structure.  Hydrostatic pressure is not a problem.

Keeping track of customers

What do you use to keep track of your customers?  I'm currently using Microsoft Access to manage names addresses etc.  Although this works great for keeping track of information i'd have to design other aspects of the database if they are not already
